Limits California toll facility operators participating in interstate interoperability programs to sharing only license plate data, transponder data, and transaction data (including acknowledgment, correction, and reconciliation data) with out-of-state toll agencies or interstate interoperability hubs

Restricts shared information to fields listed as "required" in the National Interoperability Interface Control Document Version 2.0 as of July 1, 2025

Prohibits toll operators from selling or providing any additional collected information to other parties, and subjects operators who transmit unauthorized information to liability of at least $2,500 per violation to affected persons

Requires transportation agencies participating in interstate interoperability to post the required data types on their websites

Sets a sunset date of January 1, 2035, after which the interstate interoperability provisions will be repealed and replaced with the existing automatic vehicle identification system requirements without the interoperability-specific restrictions
