Expands the Department of Resources Recycling and Recovery's grant program to include financial assistance specifically for edible food recovery, including transportation of recovered food and technology/software that improves efficiency and tracking of food recovery

Adds "construction or expansion" of facilities for edible food waste recovery operations as eligible infrastructure projects, expanding beyond the current language that only covers construction

Requires the department to consider the increased amount of edible food recovery capacity a project will create when awarding grants for edible food recovery

Funding comes from the Greenhouse Gas Reduction Fund, established under California's cap-and-trade program for greenhouse gas emissions

Does not require a new appropriation; grants are administered upon appropriation by the Legislature from existing fund sources
