Requires local public agencies to provide recognized employee organizations at least 45 days' written notice before issuing requests for proposals, requests for quotes, or renewing/extending contracts for services performed by represented job classifications

Written notice must include the anticipated contract duration, scope of work, anticipated cost, draft solicitation or equivalent information, and the reason the agency believes the contract is necessary

Exempts construction, demolition, installation, repair, and maintenance contracts subject to prevailing wage requirements, as well as contracts for architectural, engineering, and related professional services

Allows public agencies to provide less than 45 days' notice when emergencies or exigent circumstances exist, requiring only as much advance notice as practicable

No state reimbursement to local agencies for costs imposed by this mandate, though agencies may pursue available remedies to seek reimbursement
