Extends an existing exemption for local publicly owned electric utilities that receive more than 40% of their retail sales from large hydroelectric generation, allowing them to procure less eligible renewable energy resources than otherwise required

Applies this hydroelectric exemption to compliance periods established by the Energy Commission beyond December 31, 2030, in addition to the existing compliance periods through 2030

Removes previously proposed language that would have required Legislative Analyst review of consumer costs before the State Air Resources Board could adopt standards affecting the Low Carbon Fuel Standard or Cap-and-Trade Program
