Requires the Department of Developmental Services to contract with a California dental school by July 1, 2027 to establish the Oral Health for People with Disabilities Technical Assistance Center Program, with the contract expiring June 30, 2032

Program aims to improve dental care for people with developmental and intellectual disabilities by reducing reliance on sedation and general anesthesia through training, teledentistry, and community-based care alternatives

Contracted dental school must engage up to 21 regional centers, train oral health and regional center personnel, establish community dental teams, and collect program data for annual reports to the Legislature through June 30, 2033

Regional centers must designate a lead person, establish vendor agreements with oral health professionals, identify consumers who would benefit (especially those facing long wait times), and facilitate referrals

Implementation is contingent on a legislative appropriation, with priority given to public California dental schools for contracting and partnerships
