Clarifies the definition of "licensed health care professional" for In-Home Supportive Services (IHSS) paramedical services to mean an individual licensed in California acting within the scope of their license, including physicians, physician assistants, podiatrists, dentists, or nurse practitioners

Adds a requirement for the IHSS certification process that the licensed health care professional must have primary responsibilities to diagnose or provide treatment and care for physical or mental impairments that cause or contribute to an individual's functional limitations

Removes the previous non-exhaustive list of qualifying professionals (such as regional center clinicians, occupational therapists, physical therapists, psychiatrists, psychologists, and public health nurses) from the certification definition

Maintains existing IHSS program requirements that applicants or recipients must obtain certification from a licensed health care professional declaring they cannot perform daily living activities independently and are at risk of out-of-home placement without services
