Exempts development and adoption of program guidelines and selection criteria for Proposition 4 ($10 billion bond act) programs from the Administrative Procedure Act's standard regulatory requirements

Requires state entities administering competitive grant programs to develop draft solicitation guidelines, publish them for at least 30 days of public comment, offer tribal consultation, and respond to all public comments

Mandates submission of final guidelines to the Secretary of the Natural Resources Agency for verification of consistency with applicable statutes, with results posted on the Agency's website (State Water Resources Control Board is exempt from this submission requirement)

Allows state entities to use previously developed program guidelines that comply with division requirements, rather than creating new ones

Declared an urgency statute requiring 2/3 vote, citing intensified wildfire risk, drought conditions, and threats to safe drinking water as justification for immediate effect
