Increases the campaign contribution threshold for agency officers from $500 to $1,500 regarding contributions from parties or participants in pending license, permit, or entitlement proceedings

Prohibits agency officers from accepting, soliciting, or directing contributions above $1,500 from parties or participants while a proceeding is pending and for 12 months after a final decision

Requires agency officers to disclose contributions over $1,500 received within the preceding 12 months from parties or participants before rendering decisions, and bars them from participating in those decisions

Prohibits parties and participants from making contributions over $1,500 to agency officers during proceedings and for 12 months following a final decision

Requires the Fair Political Practices Commission to adjust the $1,500 contribution threshold for inflation based on the Consumer Price Index beginning January 2027 and every odd-numbered year thereafter
