Requires Commission on Peace Officer Standards and Training (POST) employees with access to criminal records or law enforcement telecommunications systems to undergo fingerprint-based state and national criminal history background checks

Authorizes POST and the Peace Officer Standards Accountability Division to inspect and duplicate criminal history information, criminal offender record information, and data from the California Law Enforcement Telecommunications System (CLETS) when needed to fulfill their duties

Expands POST's authority to access otherwise confidential, privileged, or restricted information when investigating matters within the commission's jurisdiction, including peace officer decertification cases

Declares POST a criminal justice agency with access to criminal justice databases, reinforcing its authority to investigate serious misconduct and determine fitness of individuals to serve as peace officers

Takes effect immediately as an urgency statute to ensure POST can access necessary information to investigate and decertify peace officers who engage in serious misconduct
