Requires the California Coastal Commission to defer to state universities, colleges, or private universities when determining the number of vehicle parking spaces needed for student, faculty, or staff housing facilities under long-range development plans

Authorizes the commission's executive director to determine that proposed amendments to public works plans or long-range development plans are "de minimis" if they have no impact on coastal resources, with a 10-working-day deadline for this determination

Establishes that de minimis plan amendments automatically become part of certified plans unless three or more commission members object, in which case a public hearing is required

Mandates the commission to track and publish on its website all public works plans, long-range development plans, amendments, and notices of impending development submitted by universities, including status updates at least monthly

Prioritizes active transportation and public transportation facilities over vehicle parking spaces when the commission considers certification or amendments to long-range development plans
