Allows government entities to access electronic device information with consent from individuals who discover a tracking or surveillance device in their residence, automobile, or personal property that was used to track or record them without permission

Requires government entities that obtain information through this tracking device consent exception to file a warrant application with the court within 3 court days, setting forth the circumstances of the access

Courts must promptly rule on the application and order immediate destruction of all information obtained if the facts were not as described or the application is rejected

Expands the ability of individuals to petition courts to void or modify warrants, orders, legal processes, requests, or demands when their information is sought or obtained in violation of the Electronic Communications Privacy Act or constitutional protections

Defines "tracking or surveillance device" as an electronic device whose sole purpose is to record audio or visual information or permit tracking of a person
