Authorizes the Fair Political Practices Commission (FPPC) to conduct audits of local campaign finance and government ethics laws when the FPPC has an agreement with a local government agency to administer and enforce those laws

Removes the January 1, 2026 sunset date, making permanent the FPPC's authority to enter into agreements with local governments to assume enforcement responsibility for local campaign finance and ethics laws

Eliminates the requirement for the FPPC to report to the Legislature by January 1, 2025 regarding the performance of these local enforcement agreements

Repeals provisions specific to San Bernardino County regarding FPPC agreements

Requires a 2/3 vote of each legislative house to pass, as it amends the voter-approved Political Reform Act of 1974
