Beginning with the 7th housing element cycle, HCD must evaluate small rural jurisdictions' existing housing element submissions to determine prohousing qualification upon request, reducing the need for additional documentation

Small rural jurisdictions with prohousing designation are not required to renew that designation for at least 4 years, though HCD retains authority to revoke the designation

Defines "small rural jurisdiction" as a city with fewer than 25,000 residents or a county with fewer than 200,000 residents

Contains contingent amendments incorporating changes from SB 262, which would expand "prohousing local policies" to include safe parking programs, safe camping programs, and expedited approval processes for navigation centers, emergency shelters, and supportive housing
