Extends the Los Angeles Unified School District's authorization to use best value procurement indefinitely by removing the December 31, 2025 deadline and repealing the reporting requirement

Authorizes all other California school districts to use best value procurement for public projects exceeding $1,000,000 until December 31, 2030

Requires contractors using best value procurement to commit to using a skilled and trained workforce for apprenticeable occupations, unless covered by a project labor agreement

Mandates school districts (excluding LAUSD) submit an independent third-party report to the Legislature by January 1, 2030, detailing project descriptions, contract awards, protests, prequalification processes, and evaluation criteria

Limits retention proceeds to 5% when performance and payment bonds are required, with the same percentage cap applying to subcontractor contracts
