Expands eligibility for the CalWORKs Recipients Education Program at community colleges to include students who have exceeded the 60-month CalWORKs cash aid limit but have dependents still receiving CalWORKs aid

Adds direct aid for ongoing basic needs as an allowable use of program funds for special services

Allows programs to waive the requirement that employers pay at least 25% of workstudy wages, provided the number of workstudy positions does not decrease

Removes the time limit on subsidized campus childcare, which previously ended 3 months after completion of the education plan or at the academic year's end

Imposes a state-mandated local program requiring reimbursement if the Commission on State Mandates determines the expanded eligibility and services create additional costs
