Requires electrical utilities, cooperatives, and local publicly owned electric utilities, along with their contractors and subcontractors, to have an automated external defibrillator (AED) available at every worksite where 2 or more workers are performing work on transmission or distribution lines of 601 volts or more

Mandates adoption of written policies and procedures ensuring AED users activate emergency medical services as soon as possible and that all employees, contractors, and subcontractors are trained on AED use and emergency procedures

Requires compliance with existing AED regulations including proper placement, notification to local emergency medical service agencies, manufacturer-recommended maintenance, biannual testing, and 90-day inspections with maintained records

Provides civil liability protection for individuals who use an AED in good faith without compensation, and for utilities/contractors that acquire AEDs, make reasonable compliance efforts, and follow maintenance requirements
