Requires water suppliers in Ventura County serving more than 20 residential dwellings in high or very high fire hazard severity zones to have backup energy sources capable of operating critical fire suppression infrastructure for at least 24 hours, effective July 1, 2030

Mandates water suppliers identify critical fire suppression infrastructure and report it to the Ventura County Office of Emergency Services by May 1, 2026, with updates required within 120 days of any changes

Requires the Ventura County Fire Department to develop minimum fire safety standards for fire hardening critical infrastructure by January 1, 2027, and conduct annual inspections of infrastructure in high-risk fire zones

Water suppliers must establish emergency preparedness plans for red flag warnings and major power outages, notify emergency services within 3 business days of any reduction in water delivery capacity that could hinder firefighting

Requires a report to the Ventura County Board of Supervisors when a fire damages more than 10 residential dwellings, assessing whether water tanks were adequately filled and backup systems functioned properly
