Provides immunity from professional review, civil liability, and criminal prosecution for unlicensed individuals who administer anti-seizure rescue medication at an emergency scene in good faith and without compensation

Immunity applies only when the person's conduct is not grossly negligent and does not constitute willful or wanton misconduct

Excludes administration of anti-seizure medication to pupils on school sites, which must instead follow the Seizure Safe Schools Act under the Education Code

Adds Section 1714.27 to the Civil Code, establishing protections similar to existing Good Samaritan laws for opioid antagonist administration

Approved by Governor on July 14, 2025; requires no appropriation and has no fiscal committee or local program impact
