Establishes the Rural Water Infrastructure for Wildfire Resilience Program within the Office of Emergency Services to distribute state matching funds for water system improvements in urban wildland interface communities located in high or very high fire hazard severity zones

Eligible infrastructure improvements include upgrading and upsizing waterlines, installing additional fire hydrants, enhancing water delivery and distribution capacity, creating interconnections between water systems, and backup power generation

Requires OES to coordinate with the Department of Water Resources, State Water Resources Control Board, Office of the State Fire Marshal, and other appropriate state entities to administer the program

Prioritizes funding for community water systems with 15,000 or fewer service connections, projects near outstanding national resource waters or headwaters, and improvements identified in community wildfire protection plans or water system master plans

Program operation is contingent upon legislative appropriation of funds to the Office of Emergency Services
