Removes the requirement that appointed counsel for nonminor dependents (adults who aged out of foster care but remain in the system) must advocate for their protection, safety, and physical and emotional well-being

Eliminates the exception that allowed counsel to override a nonminor dependent's wishes when those wishes conflicted with their protection or safety

Requires counsel for nonminor dependents to represent the wishes of the nonminor dependent, similar to traditional attorney-client relationships

Retains the existing requirement that counsel for minor children must advocate for their protection, safety, and well-being, and cannot advocate for return of the child if it conflicts with their safety
