Expands the definition of "health care provider" under the Medical Practice Act to include qualified autism service paraprofessionals, in addition to the already-covered qualified autism service providers and professionals

Allows qualified autism service paraprofessionals certified by a national entity to deliver health care services via telehealth under the same regulations as other licensed providers

Creates a new criminal liability for qualified autism service paraprofessionals who violate the Medical Practice Act's telehealth requirements, such as failing to obtain patient consent before delivering services

Requires no state reimbursement to local agencies because the only costs result from changes to crime definitions under the California Constitution
