Expands the Classified School Employee Summer Assistance Program to include joint powers authorities formed solely of school districts and county offices of education, allowing their classified employees to participate in the state matching program

The program provides participating classified employees up to $1 in state matching funds for each $1 they elect to withhold from monthly paychecks during the school year, paid out during summer recess

Eligible employees must be employed for at least one year, work 11 months or fewer annually, and earn no more than $62,400 in regular annual pay from the local educational agency

Participating employees may withhold up to 10% of monthly pay and choose to receive withheld amounts plus state match in one or two summer payments

Contains contingency language to coordinate with AB 147 and SB 147 if multiple bills amending the same Education Code section are enacted
