Creates a new misdemeanor for loitering in public places with intent to purchase commercial sex, with indicators including circling areas in vehicles, beckoning to pedestrians, or making unauthorized stops along known prostitution tracks

Imposes an additional $1,000 fine on individuals who solicit minors for prostitution or loiter with intent to purchase commercial sex, with fines deposited into the newly established Survivor Support Fund

Expands felony-level punishment for soliciting minors to include cases where the minor was more than 3 years younger than the defendant, and requires defendants granted probation to complete a human trafficking and child exploitation education program

Increases civil penalties for hotels where sex trafficking occurs: $3,000 for first violation, $10,000 for second violation within 24 months, and $15,000 for third and subsequent violations, up from $1,000/$3,000/$5,000

Establishes a grant program through the California Victim Compensation Board to fund community-based organizations serving sex trafficking victims, and creates a vertical prosecution program providing funding to up to 11 district attorney offices for human trafficking prosecutions
