Extends the price gouging prohibition period from 30 days to 60 days following a declared state of emergency for consumer goods, emergency supplies, medical supplies, building materials, gasoline, transportation services, and hotel rates

Increases the fine for price gouging violations by businesses and non-natural persons from $10,000 to $25,000; natural persons remain subject to up to one year in jail and/or a $10,000 fine

Expands the definition of "housing" for rental price gouging protections to include any rental housing regardless of initial lease term length, removing the previous one-year lease term limitation

Extends price gouging protections to commercial real property, prohibiting rental price increases of more than 10% and evictions for the purpose of re-renting at higher prices for 60 days after an emergency declaration

Prohibits evicting residential or commercial tenants to rent the property to someone else at a higher price during the 60-day emergency period
