Establishes a prima facie speed limit of 20 miles per hour in school zones beginning January 1, 2031, applicable when beacons are flashing, children are present, or during posted hours

Allows local authorities to adopt a 20 mph school zone speed limit by ordinance or resolution until January 1, 2031, without requiring an engineering and traffic survey

Authorizes local authorities to set a 15 mph speed limit in residence districts on highways with 30 mph or slower posted limits within school zones, and 25 mph for areas 500 to 1,000 feet from school zones

Defines "school zone" as an area of highway within 500 feet of school grounds in any direction, unless otherwise posted, with appropriate signage

Requires state reimbursement to local agencies if the Commission on State Mandates determines the bill creates state-mandated costs for updating speed limit signs
