Cities and counties with populations over 75,000 must adopt an electrification/decarbonization plan between January 1, 2027 and January 1, 2030, either as a standalone plan or integrated into their general plan

Plans must identify opportunities to expand electric vehicle charging infrastructure in residential, retail, commercial, and public areas, as well as strategies for electrifying new and existing buildings

Plans must address grid infrastructure upgrades needed for transportation and building electrification, in coordination with local utilities and electrical corporations

Required policies must prioritize disadvantaged communities, low-income households, and small businesses for equitable investments in zero-emission technologies

Jurisdictions that have already adopted similar plans meeting these requirements may designate those existing plans for compliance; no state reimbursement is provided as local agencies may levy fees to cover costs
