Expands California's "move over" law to require drivers to change lanes or slow down when approaching any stationary vehicle displaying flashing hazard lights or warning devices (cones, flares, retroreflective devices), not just emergency vehicles and tow trucks

Extends existing protections to all marked highway maintenance vehicles, defined as vehicles owned or operated by Caltrans, counties, municipalities, or their contractors for road maintenance

Drivers must either move to a non-adjacent lane if safe and legal, or slow to a reasonable and prudent speed based on conditions

Violations remain an infraction punishable by a fine of up to $50
