Requires all notices under the Mobilehome Residency Law to be delivered to both the homeowner and resident of the mobilehome, rather than just the homeowner

Authorizes annual notices required before February 1 to be delivered via electronic mail if the homeowner or resident provides affirmative, written consent obtained separately from the lease agreement

Allows homeowners or residents to revoke consent to receive electronic notices at any time without fees, penalties, or impact on tenancy terms

Requires park management to deliver a written notice within five days to anyone who consents to electronic delivery, informing them of their right to revoke consent and providing instructions to do so

Mandates the revocation notice be provided in English and any primary language used during rental agreement negotiations, in at least 10-point Arial equivalent type
