Requires the Department of Corrections and Rehabilitation and State Department of State Hospitals to conduct a cost analysis comparing contractor hourly rates to civil service rates before hiring contractors to fill physician (BU-16) or psychologist (BU-19) positions

Mandates that departments use available civil service physicians or psychologists instead of contractors when the contractor cost exceeds the civil service cost

Cost comparisons must be based on compensation rates established in collective bargaining agreements between the State of California and Bargaining Units 16 and 19

Requires both departments to submit annual reports by January 15 to BU-16, BU-19, the Senate Committee on Budget and Fiscal Review, and the Assembly Committee on Budget detailing the number of analyses completed, contractor costs, and civil service extra shift utilization from the prior fiscal year
