Requires Covered California (the state health insurance exchange) to administer a program allowing undocumented immigrants to enroll in health insurance coverage starting no sooner than January 1, 2027, with enrollment beginning October 1, 2028

Replaces the existing requirement for California to apply for a federal waiver with a state-administered program that provides coverage "substantially similar" to other Californians, including eligibility determination, benefit design, and appeals processes

Establishes the Covered California for All Fund in the General Fund to accept user fees and appropriations for program administration

Requires health insurers offering qualified health plans through Covered California to also offer identical plans to individuals enrolled under this program

Mandates progress reports to the Department of Finance and Legislature by May 1 of 2027, 2028, and 2029, with requirements for stakeholder and public consultation on program design
