Amends the operative conditions for new congressional district boundaries established in AB 604 of the 2025-26 Regular Session

Requires both ACA 8 (Assembly Constitutional Amendment 8) approval by voters AND another state adopting a new congressional district map between August 1, 2025, and January 1, 2031, for the new boundaries to take effect

Specifies that Texas, Florida, or another state's adoption of a new congressional map triggers the condition, but only if not required by a federal court order

Includes special provisions for Ohio, where the condition is met only if the map is adopted under a specific section of Ohio's Constitution (division (F)(3) of Section 1 of Article XIX)

Declared an urgency statute requiring a 2/3 vote, taking effect immediately to ensure timely implementation of congressional redistricting plans
