Authorizes the Medical Board of California to establish a Physician Health and Wellness Program to identify, treat, monitor, and rehabilitate physicians, surgeons, and allied health professionals with impairing physical or mental health conditions, including substance use disorders

Requires the program to be administered by a nonprofit 501(c)(3) entity with expertise in health care provider impairment, and mandates the administering entity have a medical director board certified in addiction medicine or addiction psychiatry

Exempts voluntary program participants from the Uniform Standards Regarding Substance-Abusing Healing Arts Licensees, while participants under probation orders must still comply with those terms

Protects program records of current and former participants from public disclosure under the California Public Records Act, with limited exceptions for defending civil actions or board licensing/enforcement proceedings

Requires licensees to report other licensees they believe may be impaired to the administering entity or board, and provides civil liability immunity to persons who report information or take action under the bill's provisions
