Extends authorization for California community college student body associations and student-run organizations to use alternate teleconferencing provisions for public meetings through January 1, 2030 (previously set to expire January 1, 2026)

Expands eligibility to include the Student Senate for California Community Colleges and clarifies that eligible organizations include those in any community college recognized within the California Community Colleges system

Exempts the California Online Community College from requirements for an in-person quorum, providing a physical location for public participation, and certain accommodation requirements due to its exclusively virtual nature

Requires eligible bodies using alternate teleconferencing to provide call-in or internet-based access options, allow real-time public comment, and post meeting agendas with information on how the public can participate remotely

Allows members with disabilities, those under 18, incarcerated individuals, those with protective orders, and caregivers to count toward quorum while participating remotely
