Authorizes composting of livestock carcasses from routine mortality events or on-farm processing, overriding existing prohibitions on composting unprocessed mammalian tissue

Limits on-site composting material to 100 cubic yards maximum at any time, including livestock carcasses

Requires composting to follow best management practices adopted by the Secretary of Food and Agriculture in collaboration with the Department of Resources Recycling and Recovery and State Water Resources Control Board, covering groundwater protection, public health, and compost pile management

Restricts composting to agricultural sites owned or leased by the livestock owner, with cured compost applied only to the owner's agricultural sites; transport to other sites limited to the same county or adjacent counties

Excludes from "routine mortality" any livestock euthanized with barbiturates, deaths from reportable diseases, or deaths occurring in quarantined locations
