Requires the Superintendent of Public Instruction to recommend revised criteria for the State Seal of Civic Engagement when the State Board of Education next revises the criteria

Adds a new requirement that students must demonstrate understanding of the importance of preserving democracy and its vital institutions to earn the seal

Specifies vital institutions include the free press, free access to libraries, compulsory education, and the federalist system

Limits the Superintendent's recommendations to content not already included in the existing criteria adopted by January 31, 2021

School district participation in the State Seal of Civic Engagement program remains voluntary
