Requires the State Department of Health Care Services to adopt American Society of Addiction Medicine (ASAM) treatment criteria, or equivalent evidence-based standards, as the minimum standard of care for all alcohol or other drug programs certified by the department

Certified substance use disorder programs must maintain ASAM standards with respect to the level of care they provide

Authorizes the department to implement these provisions through plan or provider bulletins or similar instructions until formal regulations are adopted

Regulations must be adopted by January 1, 2027

Aligns certification requirements for substance use disorder programs with existing licensing requirements for adult alcohol or drug recovery facilities, which already follow ASAM criteria
