Prohibits operating drones at emergency scenes in a manner that impedes firefighters, peace officers, medical personnel, military personnel, or other emergency responders performing their duties

Authorizes the Attorney General, county counsel, or city attorney to bring civil actions to enforce the prohibition

Allows prevailing plaintiffs to recover civil penalties up to $75,000 per violation, injunctive relief, and reasonable attorney's fees and costs

Exempts drone operators who hold a Part 107 Operational Waiver from the Federal Aviation Administration

Amended from original version that would have allowed local agencies to directly impose the civil penalty
