Removes the December 31, 2025 deadline for the Secretary of the Natural Resources Agency to add rivers or river segments to California's state wild and scenic rivers system when federal protections are removed or weakened

Indefinitely extends the authority of the secretary to designate state wild and scenic river protections for rivers that are delisted, removed, or exempted from the national wild and scenic rivers system

Indefinitely extends the duration that any such state designations remain in effect, rather than expiring on December 31, 2025

Preserves existing requirements that state protections cannot exceed the scope of prior federal protections and must follow public hearing processes before adding rivers to the state system
