Requires the Office of Land Use and Climate Innovation, in consultation with the Department of Resources Recycling and Recovery, to develop and post a technical advisory on best practices for siting composting facilities by June 1, 2027

The technical advisory must include sample general plan goals, policies, implementation measures, and a model ordinance suitable for adoption by local governments

The office must consult with representatives of urban, suburban, and rural counties and cities, composting facility operators, and waste services during advisory development

Cities and counties making substantive revisions to their land use elements on or after January 1, 2029, must consider the technical advisory and whether to identify areas where composting facilities may be allowed

Aims to help meet California's goal of reducing statewide landfill disposal of organic waste by 75% from 2014 levels
