Requires the State Energy Resources Conservation and Development Commission to define and publicize methodologies for load modification protocols by December 1, 2026

Allows load-serving entities to reduce or modify their electrical demand forecasts based on aggregated operation of behind-the-meter load modifying technologies and programmatic measures

Methodologies must be developed in consultation with load-serving entities and resource aggregators, with approval from the Commission, Public Utilities Commission, and Independent System Operator

Authorizes the Commission to use available legislative funding to test technological and programmatic approaches in partnership with load-serving entities and distributed energy resource aggregators

Aims to integrate demand flexibility into California's grid reliability planning and wholesale capacity markets to support decarbonization and reduce reliance on fossil fuel generation
