Removes the requirement that the harvest area of a working forest management plan must be contained within a single hydrologic area as defined by the State Water Resources Control Board's CalWater 2.2

Allows working forest landowners (those with less than 10,000 acres who are not primarily engaged in forest product manufacturing) greater flexibility in designating harvest areas across multiple hydrologic boundaries

Maintains all other existing requirements for working forest management plans, including the 10,000-acre maximum coverage limit and objectives of uneven aged management, sustained yield, and forestland stewardship

Amended from original version which would have created a CEQA exemption for prescribed fire and fuel reduction projects in communities with single evacuation routes
