Requires the California Energy Resources Conservation and Development Commission to include an assessment of using curtailed solar and wind generation to produce hydrogen in the 2027 integrated energy policy report

Mandates monthly and annual estimates of how much solar and wind generation is curtailed, broken down by cause (excess generation relative to demand vs. lack of transmission capacity)

Requires identification of specific regions in California where solar and wind curtailment occurs and the reasons for curtailment in each region

Directs the Commission to estimate how much hydrogen could feasibly be produced from curtailed renewable energy and identify necessary regulatory and policy actions to optimize this use

Provisions automatically repeal on January 1, 2029
