Authorizes the Department of Alcoholic Beverage Control to issue up to 10 additional new on-sale general licenses for bona fide public eating places specifically in Colusa County, bypassing the usual population-based limits

Prohibits these new Colusa County licenses from being transferred outside the county or sold for more than the original fee paid

Extends until January 1, 2029 the provision allowing beer manufacturers to give up to 5 cases of retail advertising glassware per year to on-sale retailers, and allowing retailers to accept up to 10 cases per location annually

Requires beer manufacturers to file glassware distribution records with the department within 30 days of delivery and maintain records for three years

Holders of valid on-sale general licenses for seasonal business may apply for these new Colusa County licenses
