Requires the California Department of Aging to establish a stakeholder panel to develop findings and recommendations on supporting immigrants aged 60 and older, regardless of immigration status

Panel must include representatives from the State Department of Social Services and invite participation from clinics, researchers, housing advocates, community partners, and nonprofit organizations

Stakeholder process must consider affordability, guaranteed basic income, access to social services and housing, health care services, specialty care, and language access

Panel must issue findings and recommendations by July 1, 2028, with a joint report to the Legislature due by December 31, 2028

Implementation is contingent on legislative appropriation, with the first meeting required within 120 days of funding availability; provisions sunset on January 1, 2029
