Requires the State Coastal Conservancy to establish criteria and an application process by July 1, 2026 for designating areas of California's coastline as official state surfing reserves

Local governments (city councils or county boards of supervisors) may apply to have coastal areas within their jurisdiction designated as surfing reserves after adopting a formal resolution

Applications must include geographic location, coastal access information, cultural/historical/ecological/economic value descriptions, and management priorities for the proposed surfing reserve

Upon appropriation by the Legislature, the Conservancy will publicize approved surfing reserves and partner with local governments to erect designation signs; the Conservancy may accept donations for these purposes

Approved surfing reserves must be transmitted to the Ocean Protection Council for consideration toward California's 30x30 goal of conserving 30% of coastal waters by 2030
