Indefinitely prohibits the taking or possession of any migratory bird designated under the federal Migratory Bird Treaty Act before January 1, 2025, as well as any birds added to federal protections after that date

Repeals a previous version of the law that was set to expire on January 20, 2025, and replaces it with permanent protections

Allows exceptions only when consistent with federal rules and regulations and California Fish and Game Code

Declared an urgency statute requiring a 2/3 vote, taking effect immediately upon the Governor's signature on October 6, 2025

Expands the scope of criminal violations by narrowing exceptions, but provides that no state reimbursement to local agencies is required for enforcement costs
