Allows local agencies to issue certificates of occupancy for accessory dwelling units (ADUs) before the primary dwelling receives one, if the primary dwelling was substantially damaged or destroyed by an event covered under a Governor's state of emergency proclamation made on or after February 1, 2025

Requires local governments and the California Coastal Commission to approve or deny coastal development permit applications for ADUs within 60 days of receiving a completed application; applications not acted upon within 60 days are deemed approved

Exempts attached ADUs from the provision allowing early certificate of occupancy when the primary dwelling was damaged in a state of emergency

Declares housing shortage a matter of statewide concern, making the law applicable to all cities including charter cities

Takes effect immediately as an urgency statute to address natural disaster recovery and the state's affordable housing crisis
