Extends the authorization for Los Angeles neighborhood councils to use alternative teleconferencing provisions for public meetings until January 1, 2030 (current law expires January 1, 2026)

Allows neighborhood councils to hold teleconference meetings without requiring all teleconference locations to be publicly accessible, provided two-thirds of the council votes to use these provisions and the city council has adopted an authorizing resolution

Requires at least a quorum of members to participate from locations within city boundaries, and at least once per year, a quorum must meet in person at a publicly accessible physical location

Mandates that meetings provide call-in or internet-based options for public access and comment, with real-time public comment opportunities (no advance submission requirements)

Applies specifically to neighborhood councils in cities with populations over 3 million (Los Angeles), which serve as advisory bodies to promote citizen participation in government
