Establishes a process for telephone corporations to seek relief from "carrier of last resort" obligations in census blocks with no population and no customers, or in "well-served" areas with at least three alternative voice service providers

Requires the Public Utilities Commission to adopt a map designating well-served areas by December 15, 2026, using broadband and wireless coverage data

Mandates telephone corporations granted relief in well-served areas to continue basic service for existing customers for 12 months, offer comparatively priced alternatives for 24 months, and demonstrate advanced fiber optic buildout to three times their basic exchange customer count within six years

Creates the Public Safety Agency Technology Upgrade Grant Fund and requires telephone corporations to fund public safety technology upgrades, emergency preparedness grants, digital literacy programs, and workforce development for 24 months after obtaining amended status

Protects union-represented technician positions by requiring employers to offer retention, retraining, or placement before eliminating positions, and mandates prevailing wage or contractual wage rates for infrastructure work
