Amends California law governing when products or packaging can display recyclability symbols (like chasing arrows) without being considered deceptive advertising

Before January 1, 2027, products that are "covered materials" under the Plastic Pollution Prevention and Packaging Producer Responsibility Act can be labeled recyclable if the producer is approved by a producer responsibility organization

From January 1, 2027 through January 1, 2032, covered materials can be labeled recyclable only if the producer participates in a producer responsibility organization and complies with all requirements of the Plastic Pollution Prevention and Packaging Producer Responsibility Act

Deletes the existing provision that allowed products to be considered recyclable simply by being part of any state or federal program governing recyclability or disposal

Maintains existing requirements that recyclable products must be collected by programs serving at least 60% of the state's population and processed by facilities serving at least 60% of recycling programs statewide
